Give the Department of Defense the same federal payments and food for breakfasts at overseas DoD dependent schools that states get for the U.S. school breakfast program. The Secretary of Defense runs the program and follows the Secretary of Agriculture’s rules for who gets free or reduced-price meals, but the Defense Secretary decides how to calculate family income. Meals must meet USDA nutrition rules, though the Defense Secretary can allow changes to menus and milk when local conditions make strict compliance impractical. The Agriculture Secretary must provide technical help, and funds may be appropriated to cover DoD administrative costs.
