The Director of the National Institute of Standards and Technology must set up a competitive grant program, working with the Director of the National Science Foundation and other federal agencies, to help colleges or consortia (which can include nonprofits and federal labs) create multidisciplinary Centers for Health Care Information Enterprise Integration. Grants will be awarded on merit. The centers must do advanced research to find new ways to connect and use health information technologies and related fields. Research may cover things like user interfaces, voice recognition, software that links systems, system reliability, measuring effects on quality and productivity, management of health information systems, security and integrity, and tools to cut medical errors. Applicants must apply to NIST and describe their research plans and partner roles; how they will bring together fields such as IT, biological sciences, management, and social sciences; how they will share and spread results; and how they will train researchers and professionals. The Networking and Information Technology Research and Development Program established by section 5511 of title 15 must include federal R&D programs related to health information technology.
