Within 6 months after February 17, 2009, the HHS Secretary must pick one person in each regional office to give guidance and teach health care providers, their business partners, and people about federal privacy and security rules for protected health information. Within 12 months after February 17, 2009, the Office for Civil Rights must set up and keep a national education effort, using multiple methods and languages, to explain how protected health information may be used, the effects of those uses, and people’s rights in clear, easy-to-understand language.
