Prevents the Secretary of Health and Human Services from creating rules that make it harder for people to get proper medical care. The rulemaker also may not make rules that delay access to health services, block honest talks between patients and their providers about all treatment choices, stop providers from giving patients all important information for health decisions, break informed consent or professional ethics, or cut off care before a patient’s medical needs are met.
