Keeps some existing laws and rules from being changed by this title. It does not change antitrust laws — with "antitrust laws" meaning the definition in 15 U.S.C. 12(a), and also including 15 U.S.C. 45 when that section covers unfair methods of competition. It does not affect the exemption for Hawaii’s Prepaid Health Care Act as described in 29 U.S.C. 1144(b)(5). It does not stop colleges or universities from offering student health insurance plans when allowed by federal, state, or local law. And it does not alter current federal rules about the State agency that decides eligibility for the programs listed in section 18083 of this title, unless a law expressly says otherwise.
