Within 90 days after October 11, 2010, or when reference designs for the Space Launch System and the Multi‑Purpose Crew Vehicle are finished, whichever comes first, the Administrator must report to the appropriate congressional committees. The report must describe the reference design and the assumptions, data, analyses and trade decisions behind it; explain any deviations from required capabilities; give plans for using existing contracts, staff and infrastructure; set out a procurement approach to speed development; list design and development milestones; and be updated each year as part of the President’s Budget Request.
