The NASA Administrator must make the Exploration Systems and Space Operations groups work with the Science group to create one plan for U.S. agency and international cooperation on robotic missions, including lunar, Lagrange‑point, near‑Earth orbit, and Mars missions. Within 90 days after October 11, 2010, the Administrator must send that plan to the appropriate congressional committees. The Administrator cannot start or cancel any Exploration or Science robotic project until the plan is submitted.
