Congress urges speeding up clean energy innovation to help U.S. competitiveness, energy security, and the environment. It wants the Energy Department to keep funding research and the National Laboratories, try new regional ways for innovators and investors to use DOE resources, and review programs regularly so taxpayer dollars are used wisely. Because energy needs and resources differ by region, local efforts should link talent and industry to turn investment into U.S. companies. Congress, the Secretary, and industry should promote cooperation worldwide, nationwide, and regionally for research that provides clean, affordable, reliable energy, grows the economy, strengthens security, and can work without ongoing government aid.
