Summary
The Secretary must make sure companies that run labs do not charge general and administrative overhead costs to laboratory‑directed research and development. This does not apply to national security labs covered by section 3119 of the National Defense Authorization Act for Fiscal Year 2017 (Public Law 114–328).

(a)Except as provided in subsection (b), the Secretary shall ensure that laboratory operating contractors do not allocate costs of general and administrative overhead to laboratory directed research and development.
(b)This section shall not apply to the national security laboratories with respect to which section 3119 11 See References in Text note below. of the National Defense Authorization Act for Fiscal Year 2017 (Public Law 114–328) applies.
