Title 42 › Chapter 16— NATIONAL SCIENCE FOUNDATION › § 1862l
The Director must prepare a plan and put it in the Foundation’s annual budget request to Congress for building, fixing, or upgrading national research facilities. The plan must show full life-cycle cost information and include cost estimates for construction, repairs, upgrades, and instrument development; expected operation and maintenance costs; year-by-year funding plans and key milestones for new or major projects; total project cost and funding sources for projects in the major research equipment and facilities construction account and for big Antarctic upgrades; any plans to retire facilities; and estimates of grant funding for research that will use each facility. The plan must give cost estimates for the year it is sent to Congress and for at least the next 4 years. It must also include a status report for every unfinished construction project from current and past plans, showing cumulative costs compared to estimates and comparing current milestone schedules with the original schedules.
