Title 42 › CHAPTER 16 — NATIONAL SCIENCE FOUNDATION › § 1862n–2
The Director must award competitive grants to colleges, eligible nonprofits, or groups of them to create multidisciplinary Centers for Research on Learning and Education Improvement. Each Center will study how people learn and how to use that research to make math and science teaching better in elementary and secondary schools. The Director will pick different teacher problems for each Center to address, after talking with the National Academy of Sciences and the Secretary of Education. At least one Center must work on applying and scaling research in low-performing schools. When useful, Centers must study how information technology helps teach math and science. Applicants must explain their first research projects, how they will find new projects, how they will work with other researchers and schools, how they will bring together physical, biological, and social scientists, how they will involve teachers and principals, and how they will put results into practice and measure success. Reviewers will look at the applicant’s ability to do the work, past experience, plans to recruit diverse teachers, and support for graduate students. The Director must hold an annual meeting of the Centers and coordinate with the Secretary of Education to share results and help teachers understand and use the research to improve classroom teaching, including work that benefits students identified in sections 1885a and 1885b.
