Title 42 › Chapter 16— NATIONAL SCIENCE FOUNDATION › § 1862s–1
The Director must create and update guidance to guide staff and reviewers toward openness and accountability. The goal is to build public trust and to explain the national interest for every grant and cooperative agreement. The guidance must require each public notice to explain why federal money is used, how the project fits the Foundation’s mission under the National Science Foundation Act of 1950 (42 U.S.C. 1861 et seq.), how it meets scientific-value and wider-benefit criteria, and to state clear research goals in plain language for both technical and non-technical audiences.
