Require the Foundation Director to update its conflict-of-interest rules so the Foundation better records and handles any known conflicts for people on temporary assignments, including those sent under the Intergovernmental Personnel Act of 1970. Require the Deputy Director to send Congress each year a written explanation for any rotator (including IPA rotators) paid above the maximum Senior Executive Service rate, and to say if any SES performance‑based adjustment applies. Within 1 year after January 6, 2017, require the Director to give Congress a report on controlling rotator costs, including results from a cost‑sharing pilot and the Foundation Office of Inspector General’s findings and recommendations about rotators.
