Title 42 › CHAPTER 161 — DEPARTMENT OF ENERGY RESEARCH AND INNOVATION › SUBCHAPTER III — DEPARTMENT OF ENERGY OFFICE OF SCIENCE POLICY › § 18653
The Secretary must create a program inside the Office of Science called the Biological Threat Preparedness Research Initiative. It will use the Department’s advanced labs, supercomputers, and other tools to help prevent, prepare for, predict, and respond to biological threats like infectious diseases. The program must award work by competition and peer review and can fund National Laboratories, colleges and universities, multi-group teams, industry, and other suitable groups. The Secretary must set clear technical milestones and focus on a few main goals: basic research in advanced data analysis, experiments, materials, and high-performance computing; tools that help disease modeling and use AI/ML; studying how pathogens move in air and water; molecular design for medical countermeasures; and making new tools available to researchers. The program will use and share Department user facilities (for example, supercomputers, x-ray and neutron sources, nanoscale centers, and sequencing labs) and must enable secure data sharing and collaboration. The Secretary must coordinate with many other federal offices, National Laboratories, universities, and the private sector. The Secretary must set up, with NSF and OSTP, an Emerging Infectious Diseases High Performance Computing Research Consortium to match projects to computing resources, fund partnerships, encourage collaboration, give access to Department and lab computing, and send an annual report listing projects, spending, and progress on milestones. Not later than 2 years after August 9, 2022, the Secretary must report to specified House and Senate committees about agency coordination, research results versus the milestones, and ways to expand Department capabilities. Up to $50,000,000 is authorized each year for fiscal years 2023 through 2027 from funds for the Office of Science.
