Title 42 › Chapter 16— NATIONAL SCIENCE FOUNDATION › § 1870a
The Director must, as much as possible and allowed by law, give contracts for goods and services that the Foundation will use directly to U.S. companies. As soon as possible after October 31, 1988, the Director must make a report that shows four things: how many Foundation contracts in fiscal year 1988 went to foreign firms and how many went to domestic firms, how many contracts went to foreign firms even though a domestic bid was technically acceptable, and what steps the Foundation will take to increase awards to domestic firms. Domestic firm: a business formed under U.S. or state law and doing business in the U.S. Foreign firm: any business that is not a domestic firm.
