Title 42 › Chapter 16— NATIONAL SCIENCE FOUNDATION › § 1872
The Foundation may work with other countries on science and engineering projects and spend appropriated funds on those activities. The Director can pay travel and meeting costs for government and other representatives and for scientists or engineers to attend international congresses when needed. With the Secretary of State’s approval, the Foundation may give fellowships or similar arrangements to foreign nationals for study or research in the United States without regard to section 1869 or the affidavit called for in section 1874(d)(2). All contracts or arrangements with foreign organizations or agencies and the cooperation above must have the Secretary of State’s approval so they fit U.S. foreign policy. If formal negotiation with a foreign country is needed, the Secretary of State will conduct it in consultation with the Director.
