§18774 Data Collection on Electric Vehicle Integration with the Electricity Grids

Summary

Within one year after November 15, 2021, the Administrator must set up and start collecting more data on how electric vehicles connect to and affect the electricity grid. The data can come from places like charging stations and charging networks, groups that combine charging demand, utilities that run managed-charging programs, owners of electric vehicles (individual, business, or public), and grid operators’ studies of transformer and distribution congestion. The Administrator can also work with other officials and groups that have useful data, such as the Secretary of Transportation, the Secretary, the EPA Administrator, state agencies, and private companies.

(a)Not later than 1 year after November 15, 2021, the Administrator shall develop and implement measures to expand data collection with respect to electric vehicle integration with the electricity grids.
(b)The sources of the data collected pursuant to subsection (a) may include—
(1)host-owned or charging-network-owned electric vehicle charging stations;
(2)aggregators of charging-network electricity demand;
(3)electric utilities offering managed-charging programs;
(4)individual, corporate, or public owners of electric vehicles; and
(5)balancing authority analyses of—
(A)transformer loading congestion; and
(B)distribution-system congestion.
(c)In carrying out subsection (a), the Administrator may consult and enter into agreements with other institutions having relevant data and data collection capabilities, such as—
(1)the Secretary of Transportation;
(2)the Secretary;
(3)the Administrator of the Environmental Protection Agency;
(4)States or State agencies; and
(5)private entities.
