The Secretary must give grants to eligible groups to pay half the cost of career skills training. The training must combine classroom learning and on-the-job work so students can earn a certification to install energy-efficient building technologies. Congress set $10,000,000 for fiscal year 2022 for this purpose, and that money stays available until spent. Eligible entity — a nonprofit partnership with equal participation from industry (public or private employers) and labor (including joint labor-management training programs). May include workforce investment boards, community groups, qualified service and conservation corps, schools, small businesses, cooperatives, State and local veterans agencies, and veterans service organizations. Must show experience running worker training, the ability to recruit and include target populations for energy efficiency and renewable energy jobs, and the ability to help people reach economic self-sufficiency.
