Title 42 › CHAPTER 163 — RESEARCH AND DEVELOPMENT, COMPETITION, AND INNOVATION › SUBCHAPTER I — DEPARTMENT OF ENERGY SCIENCE FOR THE FUTURE › § 18911
Creates and pays for research programs to improve basic knowledge about nuclear materials and two kinds of carbon research. The Office of Science must run a nuclear materials program to study things like how nuclear materials are made, tested, and behave in harsh environments, how computing and instruments can help, and electrochemistry for processing those materials. The Office of Science will work with the Assistant Secretary for Nuclear Energy on turning basic discoveries into usable technology. Congress authorized $50,000,000 each year for fiscal years 2023 through 2027 to do this work. Sets up two carbon research initiatives and pays for them. The Carbon Materials Science Initiative will study coal, coal waste, and carbon ores to learn how to turn carbon into useful materials. It will use teams from national labs, universities, industry, the Office of Fossil Energy and Carbon Management, and the U.S. Geological Survey. The program will fund two regional Carbon Materials Research Centers (one in each major coal-producing region) by competitive review, with support up to 5 years and possible 5-year renewals. The Carbon Sequestration Research and Geologic Computational Science Initiative will study underground geology, data, and models to improve carbon storage. It may fund up to 2 centers chosen competitively, placed in different regions with ongoing sequestration research, also supported for up to 5 years with possible renewal. Both initiatives must review progress, coordinate with existing programs (including the U.S. Geological Survey), and avoid duplicating work. Congress authorized $50,000,000 each year for fiscal years 2023 through 2027 to carry out these carbon activities.
