The Secretary of Commerce must work with the Secretary of Energy, the Secretary of Defense, and other federal agency leaders as needed to help Manufacturing USA institutes include certain groups as active members. The Commerce Secretary must coordinate with both new and existing institutes and give extra preference when choosing proposals to start or renew institutes that include one or more of those groups. Covered entities are: historically Black colleges and universities; Tribal Colleges or Universities; minority-serving institutions; minority business enterprises (as defined in section 1400.2 of title 15, Code of Federal Regulations, or successor regulation); and rural-serving institutions of higher education (as defined in section 1161q of title 20).
