The Director must give competitive, merit-based grants to colleges, universities, nonprofits, or partnerships of them to study the cybersecurity workforce. The research will look at five main things: what the workforce looks like now and what affects its growth and retention; how people enter or return to cyber jobs; trends like demographics, education, skills, and hiring; how training programs and technologies work; and other related topics the Director approves. The Director must work with NIST (including NICE), DHS, DoD, OPM, and other federal agencies. The research should build on the NICE Workforce Framework, use existing studies, and involve federal partners, researchers, and future users of the results.
