Congress recommends the Foundation increase the number of Robert Noyce Teacher Scholarships by 50 percent over the next five years. The Director must support meetings, conferences, and other outreach to increase diversity and reach seven types of groups, including HBCUs, Tribal colleges, minority-serving and rural institutions (including EPSCoR), labor organizations, emerging research institutions, and higher education programs that serve veterans.
