The Director may run several pilot programs inside the Foundation to help more colleges (including community colleges) and other eligible groups compete successfully for Foundation awards. These pilots can offer things like mentoring, help with writing award applications, targeted outreach to historically Black, Tribal, and other minority-serving schools (including Hispanic-serving and schools serving Native Hawaiians or Alaska Natives), support for institutions without award management offices, more reviewers from schools that haven’t gotten Foundation funds, and longer awards (for up to 3 years) for first-time principal investigators when paired with mentoring. When appropriate, each pilot must try to cut paperwork and other administrative burdens for awardees and staff. No later than 5 years after August 9, 2022, the Director must review the pilots’ results and create Foundation-wide best practices to use across the agency to meet a related Foundation requirement.
