The Director must keep a Research Security and Policy office inside the Office of the Director. The office must have not fewer than four full-time equivalent positions, plus the Chief of Research Security created under section 19032. The office coordinates research security across the Foundation. It must work with the Foundation Office of Inspector General, other federal research agencies, intelligence and law enforcement agencies, and the National Science and Technology Council under the authority of section 1746 of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116–92; 42 U.S.C. 6601 note). It develops security policy and best practices, follows OSTP guidance under section 19231, acts as the Foundation’s security resource, provides outreach and education to recipients and staff, explains reporting and disclosure rules, performs risk assessments and due diligence with other agencies, and sets policies to address threats consistent with National Security Presidential Memorandum–33 or a successor.
