Requires the Director to get, once a year, a short summary from any college or university, its foundation, or related groups showing current foreign financial support of $50,000 or more tied to a foreign country of concern. The school must keep true copies of those records until the latest of: four years after the agreement date, the agreement’s end, or the last day required by state public records law. The Director can ask for contracts. Working with research security offices and the Foundation’s inspector general, the Director may reduce, suspend, or end funding if records aren’t kept or provided, or if the Chief of Research Security finds a threat to research security. "Foreign source" — the law’s defined term (see 20 U.S.C. 1011f(h)(2)).
