The Directorate’s Director must set up a competitive program to give awards to colleges, nonprofit groups, or partnerships of those groups to build and run test beds. These test beds can include fabrication shops and cyberinfrastructure. The Director will work with the head of NIST, the Energy Secretary, and other federal agencies and must coordinate with other test beds to avoid overlap and make the best use of federal resources. Applicants must send a proposal that explains the technology to be tested, the goals, how they will staff and open the test bed to many users, how they will work with industry and labor so results can become real products, how they will support inventors and new businesses, how they will increase participation by underrepresented groups in STEM, how the work will create good domestic jobs, how the test bed will continue after federal money ends, how lessons will be shared with U.S. or allied entities, and how they will prevent misuse of results and protect intellectual property. Award money may buy equipment and support students, faculty, staff, and postdoctoral researchers. When choosing winners, the Director must consider geographic diversity of test beds.
