Title 42 › CHAPTER 163 — RESEARCH AND DEVELOPMENT, COMPETITION, AND INNOVATION › SUBCHAPTER IV — BIOECONOMY RESEARCH AND DEVELOPMENT › § 19132
The President, through the Office of Science and Technology Policy, must create a National Engineering Biology Research and Development Initiative to boost public well-being, national security, sustainability, and the economy. The Initiative will support research that mixes biology with physical, chemical, data, and engineering sciences; improve biomanufacturing; study social and economic issues; help the public understand benefits and risks; build new tools and technologies; grow the workforce with engineering biology training (including people from underrepresented groups); speed commercialization; and improve how federal agencies work together. To do this, the Initiative will fund grants, joint agency projects, and interdisciplinary research centers; support curated omics databases, standards, computational and AI tools, and an inventory of all Federal omics databases; back tool development at federal labs, universities, nonprofits, retooled industrial sites, and through the Small Business Innovation Research and Small Business Technology Transfer programs; support education, national testbeds, and measures of economic impact; promote public-private partnerships, entrepreneurship training, and startup support; reach out to primarily undergraduate institutions, HBCUs, Tribal Colleges, and other minority-serving schools; build in expert and public input on ethical, legal, environmental, safety, and security issues; and comply with all applicable Federal law.
