A 2018 report says gender harassment is most common and 58 percent of academic workers experience it—the second-highest rate versus the military, private, and government. Racial and ethnic minority women face higher risk and feel less safe. Training a STEM PhD costs $500,000; losing them wastes talent and money. A 2017 study found 18 percent of minority women and 12 percent of white women in astronomy skipped events for safety. Federal research agencies have inconsistent reporting and poor information sharing, letting harassers keep getting federal funding after they move.
