The Secretary must let lab directors run an entrepreneurial leave program that lets National Laboratory employees take a full leave (with the option to return to the same or a similar job up to 3 years later) or a partial leave to help turn energy and related technologies into commercial products that fit the Department’s mission. Directors can fire participants who break their lab’s rules. Directors must create simple ways to license the technology those employees work on. The Secretary must report each year under section 16391a on how many people use the program at each lab and how many leave permanently. Federal ethics rules still apply.
