Congress finds sexual harassment and assault are widespread and affect millions. It says 81% of women and 43% of men have experienced such abuse; one in three women faces workplace harassment in her career, and 87–94% never file complaints. Harassment often forces women to quit jobs or miss promotions. Silence clauses in agreements with employees, contractors, or consumers can hide illegal abuse and protect abusers. Banning those clauses will help survivors speak up, hold abusers accountable, and make workplaces safer.
