§1962b–6 Expenses of Commissions

Summary

Each commission must propose how much of its costs the Federal Government will pay, and the Council must approve that share. The commission decides how to split the rest. Each year the commission must make a budget and send it to the Council and the States. Estimates of requested federal funding must be included in the budget the Council files under chapter 11 of title 31. The budget can ask for an advance if state payments might be delayed by later legislative sessions. All money a commission gets goes into its account in the U.S. Treasury. A commission may accept money, equipment, supplies, materials, and services from the U.S., any State, or their agencies, and may use or dispose of them. It must keep accurate records of all receipts and payments. The records must be audited at least annually by independent certified or licensed public accountants approved by a State regulator, and the audit report must be part of the commission’s annual report. Representatives of governments or agencies that provided funds may inspect the accounts at reasonable times.
