Each fiscal year, the Council must give parts of the money made available under section 1962c to the States, following its rules. The amounts are decided by four things: population, land area, the need for comprehensive water and related land resources planning, and each State’s financial need. Population is taken from the latest Department of Commerce estimates. Land area is taken from U.S. Geological Survey records. From each State’s allotment, the Council will pay up to 50 percent of the cost of the State program approved under section 1962c–2, including training staff and running the program.
