§1962c–1 Allotments to States: Basis, Population and Land Area Determinations; Payments to States: Amount

Summary

Each year, from the money Congress provides for the program, the Council must divide funds among the States. The Council must follow its own rules when doing this. Money is divided based on four things: each State’s population, each State’s land area, how much the State needs a full water and related land planning program, and the State’s financial need. Population uses the latest estimates from the Department of Commerce. Land area uses the official records of the United States Geological Survey. From a State’s share, the Council will pay the State up to 50 percent of the cost to run its approved State program. That payment can cover the cost of training people and the cost of running the program.
