The Secretary, after the Chief of Engineers recommends it, can let a Maryland state or local authority in the Washington, D.C., metro area take water from the District of Columbia system at the Dalecarlia filtration plant or other system points. The requesting authority must pay all costs to install the connection and any later changes, and must pay water charges the Secretary sets in advance under the Secretary’s rules and schedule. The Secretary can revoke a permit at any time. The Secretary may also buy water from a Maryland or Virginia state or local authority that has completed a connection to the District system, paying the charges agreed on before delivery.
