Title 42 › Chapter 19B— WATER RESOURCES PLANNING › Subchapter IV— MISCELLANEOUS PROVISIONS › § 1962d–4
Lets the Secretary of the Army, through the Chief of Engineers, work with federal, state, and local agencies to make long-range water plans for the northeastern United States. The plans can include three kinds of big projects: major reservoirs in river basins that drain to the Chesapeake Bay, to the Atlantic north of the Chesapeake, to Lake Ontario, and to the Saint Lawrence River; major pipes and canals to move water between basins when it helps the nation; and large water-purifying plants. The plans must call for fair money sharing by States, local governments, and other local interests. The Secretary must build, operate, and keep up the projects only if they are recommended in the plan and Congress later passes a law after October 27, 1965 that specifically authorizes them. Each reservoir in the plan is treated as part of both its river basin’s development and the larger regional plan.
