The Secretary of the Army, through the Chief of Engineers, may continue periodic beach nourishment for projects that were only approved for a limited time, but cannot extend that work past the 50th year after construction began. If a local non‑Federal partner asks, the Secretary must study whether nourishment can be extended for up to 50 more years beyond that limit. Those extra years would be counted from the date construction started for the congressionally approved nourishment. The local partner must give a plan to reduce risk to people and property during the project. The Secretary must include that plan in recommendations to Congress, send recommendations to the Senate Committee on Environment and Public Works and the House Committee on Transportation and Infrastructure, and put any items needing specific congressional approval into the annual report to Congress required under section 2282d of title 33. Projects whose maximum nourishment period would end within the 16‑year period beginning on June 10, 2014, get an extra 12 years of eligibility after that expiration.
