Defines key words used in the subchapter. "Institution" means a facility owned, run, or serving a State or local government that is for people who are mentally ill, intellectually disabled, chronically ill, or handicapped; a jail, prison, or other correctional place; a pretrial detention center; certain juvenile facilities (those holding youth awaiting trial, giving care or treatment, or where youth live for State purposes); or places that provide skilled nursing, long‑term, custodial, or residential care. Privately owned places are not "institutions" if the only link to the State is licensing, or getting payments under title XVI, title XVIII, or a State plan under title XIX of the Social Security Act. "Person" means an individual, trust or estate, partnership, association, or corporation. "State" includes the States, the District of Columbia, Puerto Rico, and U.S. territories and possessions. "Legislative days" are calendar days when either House of Congress is in session.
