The Attorney General must include in the Department of Justice’s report to Congress a clear summary of actions taken under this part of the law. It must say how many and what kinds of cases were started or joined, the reasons and steps for each, how complaints about conditions in institutions are handled, the effects and any estimated costs to States or local governments, what federal help was given to fix rights violations, and how federal institutions are progressing toward required standards.
