The Secretary can give a school board a grant to pay for two things: training current teachers and staff to handle problems that come up during desegregation, and hiring experts to advise on those desegregation problems. When deciding whether to award a grant and how much, the Secretary must look at how much money is available, other pending requests, the school board’s finances and other resources, how big and serious its desegregation problems are, and any other relevant facts.
