Free Exercise Clause — the part of the First Amendment that bars laws stopping people from practicing religion. Government — includes state-created units like States, counties, and cities; their branches, agencies, and officials; and anyone acting with state authority. For purposes of sections 2000cc–2(b) and 2000cc–3, it also includes the United States and its branches, agencies, officials, and anyone acting with federal authority. Land use regulation — a zoning or landmark law (or how it is applied) that limits how a person with a property interest (ownership, lease, easement, servitude, or a contract/option to get one) can use or develop land or buildings. Program or activity — all operations of the entities described in paragraphs (1) or (2) of section 2000d–4a. Religious exercise — any religious practice, even if it is not required or central to a faith; using, building, or converting property for worship counts as religious exercise for the person or group doing it.
