Financial help for a construction project must not be more than the part of the project's reasonable cost that relates to Indian health needs, as the Surgeon General decides. When deciding that part, the Surgeon General must only count groups of Indians who were receiving hospital and medical care (including outpatient and field services) from or paid for by the Public Health Service on August 16, 1957.
