Create programs to carry out the policies described above. They must fund and help research and development to speed scientific and industrial progress. They must share unclassified science and technical information and control restricted data with proper protections. They must let the government control possession, use, and production of atomic energy and special nuclear material to support defense, security, and the nation’s welfare and to enable enforceable agreements with other countries. They must promote peaceful uses of atomic energy, support international cooperation where security allows, and run an administration that follows these goals and keeps Congress informed.
