The Nuclear Regulatory Commission, or an agreement State when appropriate, must review license applications for new low-level radioactive waste disposal sites under the laws that apply. Within 12 months after January 15, 1986, they must set up procedures and technical ability to process these applications. As much as possible, they must finish all review and processing (except public hearings) within 15 months after getting an application, and they must try to combine the technical and environmental reviews and public hearings.
