Within 6 months after January 15, 1986, the Commission must create rules and the technical ability to accept and decide petitions to remove certain radioactive waste streams from its regulation when the amounts of radioactive material are very low. The rules must say what license holders must send with a petition, for example a detailed description of the waste (origin, makeup, form, amount) and data on the radioactive materials (which radionuclides, their concentrations, and half-lives).
