The Commission can add other things to the list of source material if it finds they are needed to make special nuclear material and that the change helps the common defense and security, and the President agrees in writing. The Commission must send its decision and the President’s written assent to the Energy Committees, and the change cannot take effect until 30 days pass while Congress is in session (days when either House is adjourned more than three days do not count), unless the Energy Committees use a written resolution to waive all or part of that 30-day wait.
