Allows the Commission to work with other countries and provide byproduct material when there is a formal cooperation agreement required by law. The Commission can also send such material to people outside the United States if they apply and pay the same fees that U.S. recipients would pay. The Commission must refuse any transfer it thinks would harm national defense or security. It can ask for reports on how the material is used. The Commission may also authorize others to distribute the material abroad under the same rules, except fees may differ.
