Gives promotion credit to any medical officer in the Public Health Service Regular Corps who meets two conditions. First, the officer either was appointed to the assistant grade and has served continuously since that appointment, or will be appointed to the assistant grade. Second, the officer had, or will have, completed a medical internship by the date of that appointment.
