People must not knowingly take part in making, moving, getting, owning, importing, exporting, using, or threatening to use any atomic weapon anywhere, except as allowed under section 2121. Blocking a vehicle of a nuclear materials courier (a person who transports nuclear materials) that is carrying an atomic weapon, special nuclear material, an atomic weapon part, or Restricted Data can lead to arrest and a fine of up to $1,000. This does not change sections 2051(a) or 2131. The United States has jurisdiction when the offense affects interstate or foreign commerce; happens abroad by a U.S. national; targets a U.S. national abroad; involves U.S.-owned, leased, or used property anywhere; or when someone aids or conspires with a person covered above. The Attorney General has primary authority to investigate violations.
