The Commission must manage and coordinate work on import and export licenses for nuclear reactors and radioactive materials. It must also lead international cooperation and help with regulation and safety work with other countries, including members of the OECD and the Nuclear Energy Agency. The Commission must promote use of international technical standards, help foreign countries build strong nuclear regulators and laws for civil nuclear programs, and run exchange programs and training on licensing and oversight with the Secretary of State. For those exchange programs, the Commission must work with the Secretary of Energy, the Secretary of State, the National Laboratories, the private sector, and colleges and universities. The Commission may create an "International Nuclear Export and Innovation Branch" inside its Office of International Programs to do this work. All international actions must be coordinated with the Secretary of State, the Secretary of Energy, and other relevant agencies. Nothing here changes the Commission’s power to license and regulate civilian use of radioactive materials.
