The Commission can let people it has approved give Department of Defense employees, DoD contractor workers, or members of the military access to Restricted Data when they need it to do their jobs. That can only happen if the head of the right DoD agency (or someone they choose) says the access is needed and, using the agency’s normal security checks, finds it will not endanger the common defense and security, and the Secretary of Defense agrees the agency’s security rules are adequate and reasonably match the Commission’s standards.
