The Commission must not use any contract that pays a percentage of a contractor’s costs as its fee. Contracts made under this chapter, and contracts under the Atomic Energy Act of 1946 (as amended), must not be created or changed after August 30, 1954, so the Commission directly pays or reimburses federal income taxes for any contractor working for profit.
